Demand Answers For The Over Punishment of Inmates

My son was handcuffed behind his back pants n boxers around his ankles behind the sheriff's office in plain site of public and sprayed off with a garden hose with both male n female officers and male n female EMS workers. I want answers is there no other way to handle this situation but to completely break someone down n humiliate him. I m not stopping here this was inhumane n totally uncalled for if u all needed humor u should have found it elsewhere.
