Make sure Humans are capable of looking after dogs.

I have seen too many people acquiring dogs without having the ability to look after them. Instead, using them as status symbols and consequently do not feed or treat them properly. Bring in a law for dog breeders and dog homes making sure they know the dogs are going to a suitable home.
