Strengthen Tasmanian penalty's for animal abuse & neglect

Tasmanian cruelty laws are antiquated and do not justify the crime with a suitable and satisfactory punishment. These crimes are serious & often show the behaviour to follow from the individual. The time must fit crime.
For too long, the court's have been lenient on these cowards. It is time to send those people a message. This will not be tolerated.
This in itself will have a cause & effect of any perpetrator, knowing that by committing such a crime, that it will result in heavy punishment. Obviously knowing the heavy punishments that the court can dispense, that this will also be a deterrent for some who may think of committing these cowardly acts.
The time is long overdue for a harsh punishment befitting the crime.
