Release Lucky the Basement Dog to Rescue!

UPDATE: AC returned Lucky to his torturers today, without telling any of the rescues deeply involved.  They then released an article packed full of LIES regarding the situation.  They have completely failed to uphold our laws.  This is not over.  We will continue to fight for Lucky to be freed from this hell.
8 years ago, a family got a dog named Lucky.  Instead of making him part of their family, they locked him in their backyard.  Never to come inside, never to go on walks, never to experience love and a real family.  Neighbors heard Lucky's constant barking and contacted Animal Control repeatedly.  They began to document how this dog never received attention of any kind.  Finally after FOUR YEARS of this, Animal Control contacted the owners regarding the situation.  Instead of doing right by Lucky, they moved him to the basement, but gave him the same treatment - alone and constantly barking.  This continued for another FOUR YEARS (yes, we are up to EIGHT YEARS now of this dog being TORTURED).  Three months ago, the owners abandoned the now destroyed house (think Hoarder gross), leaving Lucky behind in his prison.  Every 3 days or so, the ex-husband would open the slider door, throw a can of wet dog food on the floor and leave.  No water, no attention, no being let outside, NOTHING.  Throughout this, neighbors still contacted Animal Control regarding this.  Finally, a rescue organization that fights for dogs who have been locked in backyards, left on chains, to be freed called "Dogs Deserve Better - Washington" stepped up to fight for Lucky to have a chance to be free and be with a family who would love him.  Animal Control went out to the house and posted a notice for the owner to contact them.  They didn't.  Finally, the son who had been out of town for 2 months contacted Animal Control and made up LIES that Lucky was being taken care of, that they love him like a child and claiming the neighbors are making this up because they're Russian and they're racist (NOT TRUE!).  Animal Control finally removed Lucky after rescue groups and concerned citizens launched a protest in front of the house with news crews and media blitz which resulted in large amounts of coverage on the news, social networks and online articles. 
Now, the owner wants Lucky back (WHY?  WHY HAVE A DOG IF THIS IS WHAT YOU DO WITH IT?!).  Animal Control LIED to the media about where Lucky would be taken.  They are refusing to release Lucky to another well respected rescue group when they have the power to do so and instead, he sits in a kennel, terrified.  The prosecutors office isn't talking.  THERE IS A CHANCE THE OWNERS COULD GET LUCKY BACK! 
We the people need to be outraged!  Sign our petition telling the authorities, legislators and anyone else we can get to listen that we will NOT stand for this!  That we demand Lucky be surrendered to rescue IMMEDIATELY and CRIMINAL CHARGES pressed against the owner with MAXIMUM penalty!  NO SLAP ON THE WRIST!
