We, the undersigned, call for a complete overhaul of the child support system in the United States, beginning with the adoption of a new federal model: the 25/25/50 Child Support Equity Model, and the termination of private contractor management in counties like Onslow, NC, where the current system has failed to serve families equitably.

The 25/25/50 Equity Model Breakdown
This reform introduces a federally-managed structure for child support payment allocation:
25% – Deposited into a Child Individual Account (CIA): A federally managed brokerage account that grows until the child turns 21. This ensures long-term stability and allows the child to directly benefit from financial growth.
25% – Allocated to administrative and legal processing: Helps fund the cost of enforcing the system fairly — but under transparent, federally regulated oversight, not for-profit motives.
50% – Goes directly to the custodial parent for daily child-related expenses.

Why This Matters
This system prevents abuse of funds, promotes financial education, and ensures accountability.
It creates a more balanced and just experience for custodial and non-custodial parents alike.
Most importantly, it puts the child’s future at the center of the conversation.

Local Reform: Onslow County Contractor Must Go
We are also demanding the non-renewal of Onslow County's current private child support enforcement contractor, whose contract is now up for renewal.
Reasons for Termination:
Lack of transparency
Disregard for parents' rights
Inefficient and profit-driven enforcement
Failure to align with the values of justice, empathy, and support for children
Call to Action:
Terminate the existing contract.
Transfer operations to a federally run system, consistent with the original intent of the child support enforcement program.
