Demand that Utah politicians work towards better Animal protection laws.

We have neighbors that continually neglect their dogs and cats! When we call to report the neglect, the officer's always say that if the dogs have shelter and look healthy that no laws have been broken. It doesn't matter that they sit out in their pen, with no shade and no water in over 100 degree weather day after day. They bark constantly when it happens. We have tried to feed them but their owners got mad and put up no trespassing signs. So we have to sit and watch them suffer! These are animals that are suffering!! Utah laws need to change to protect this kind of neglect. How many more are out there suffering with NOTHING being done to protect them?
