MAKE ANIMAL ABUSERS REGISTER JUST LIKE SEX OFFENDERS AND RESTRICT THEM FROM GETTING ANOTHER PET

Animal abusers get away with a lot of things and their crimes gets very little punishment, you never know who moves next door to you. Your animals may not be safe that is why we need a system for just animal abusers, they need to register with a data base which would be public record. Along when moving into a neighborhood hand out cards stating they have been convicted of animal abuse.If we keep track of animal abusers and they are on a tighter leash the abuse rate might go down a lot. Plus restricting them from ever owning a pet ever again.
