District Attorney Doug Evans of the 5th Circuit Court District in Mississippi knows exactly what he needs to get convictions: white juries. And he's not afraid to trample on the constitutional rights of the people in his district to make sure there are as few African-American jurors as possible.
Attorneys have a certain number of "strikes" for each case which they can use to remove a potential juror from serving. They can strike someone for many reasons, but not race. Doing so is illegal and violates the Equal Protection Clause of the 14th Amendment.
Doug Evans has served as DA for over two decades. According to AMP Reports, the DA's office under Doug Evans strikes black jurors at a rate 4.5 times higher than the rate at which they strike out white jurors. They strike 50 percent of all black jurors, compared to only 11 percent of white jurors. This disparity remains true even when accounting for other factors.
These racist practices are violating the people's constitutional rights.
And in the extraordinary case of Curtis Flowers, Doug Evans has repeatedly violated Flowers' constitutional rights by removing as many black jurors as possible from the case, not to mention prosecuting the man six times for the same crimes despite there being no concrete evidence.
