Charge Christopher W. Dillingham with animal abuse for exploding his family dog.

This person (Christopher W. Dillingham) needs to be prosecuted for exploding his family dog. Not because it's not clearly defined in state law, but because it's the right thing to do. Let the punishment equal the crime. 

The debate seems to be if the dog suffered.......ask yourself -> if something exploded on my neck that kills me, would I suffer?
