Surgically removing vocal cords of pets!

There is a 15 yr old boy in Massachusetts that wants the legislature of the state to make it illegal to remove the vocal cords of dogs and cats. I would like to help him by starting this petition and getting at least 10,000 signatures and sending it to our law makers of Massachusetts to vote in favor of making this an illegal procedure.  It is, after all, a form of abuse.  This is our pets only means of communication and could put them in danger if they are outdoor pets!   This bill will be in the hands of our lawmakers by the spring!
