I DEMAND that the police department leave the homeless alone

Okay I understand that the shelters are over crowded and I know that the homeless is over populated. And I know that there are NO TRESPASSING SIGNS posted up on majority of the businesses but there are way too many empty field lots. I also understand that a lot of the homeless are very messy and doesn't care cause look at the ZONE. But at the same time there are homeless that are very clean. Why doesn't the city open some of these empty lot fields put a fence around them for those that don't like shelter let them stay in these designated areas with rules and conditions and let them stay in these lots. If they can't follow the rules and the conditions would be the consequences. You know I completely understand about these businesses not wanting to understand but some of them do understand on what caused the homeless to be homeless it's not our fault. Everyone has a different reason for being on the streets. So as I stand I need everyone's help that I can get to help the homeless by opening some of these empty lots that have sitting for many many years and give permission to stay in these lots that way the businesses and the police department will stop harassing them and JUST GIVE THEM CHANCE PLEASE THANK YOU .
