NO TO EUTHANASIA OF HEALTHY DOGS IN SERBIA. NO TO IMPLEMENTATION OF CHAPTER 7.7. OIE IN SERBIA
Serbia has Animal Welfare Law since 2009, which protects animals and does not allow euthanasia of healthy dogs in shelters. The Law was never implemented thanks to Veterinary directorate which obstructed it since the day one. Governments of Local municipalities obstructed it as well. Instead to build the shelters, what was their obligation by law, they were engaging notorious dog catchers , who were permitted by Veterinary directorate to do their dirty job, by catching homeless dogs and killing them, weather in inhumane transport or upon arrival in their "shelters", closed for any visits .
The reason for obstruction which lasts 13 years is corruption .
Instead to implement the Law, to insist and support sterilizations, building shelters, transparency in work of shelters, adoption, again in this year we have an attempt of ruining Animal Welfare Law by proposing National Strategy for control of dog's population based on Chapter 7.7. of OIE, Worlds Animal Health Organization . Chapter 7.7 is proposing euthanasia as the way of control of dog's population and we all know it never gave any results and it is inhumane, barbaric way of killing dogs. Also, it is contrary to Article 15 of Animal Welfare Law.
We have the reasons to believe that once implemented National Strategy based on OIE Chapter 7.7. will lead to changing Animal Welfare Law and legalizing killing, which already occurs in many so called shelters in the whole Serbia, however illegal at the moment .
There is no reason to adopt National strategy proposed by Veterinary Directorate, when we only need implementation of existing law, which if implemented will make a huge impact on stopping corruption in this area by really reducing the number of homeless dogs , which are at the moment huge source of all kinds of manipulation and enormous earnings and fraud for many involved in business , which pretend to work on homeless dogs behalf, but actually for their one sake.
We propose spay/neuter program, building shelters and transparency , opened shelters for all visitors, what does not happen now, however Veterinary Directorate does not want to hear us.
They even did not inform us about the upcoming national strategy and continue ignoring animal welfare organizations which does not comply with their proposals.
For the sake of those we protect, we say NO to -national strategy-. Our National Strategy is OUR ANIMAL WELFARE LAW.
