The existing Upland City Council Election Map has only 4 districts for a population of 80,000 and is fatally flawed and subpar. Because of the 2020 Census, the council now has the opportunity to redraw their existing election map and is in the process of conducting (3) public hearings to consider their options. We respectfully ask the council to produce a new redistricting map by qualified demographers, which divides the city's population of 80,000, into 5-districts, where each district has 15,873 +/- residents. By doing on, the city will completely eliminate all future legal challenges under the Equal Protection Clause and the Voting Rights Act, which could save taxpayers hundreds of thousands of dollars in legal fees. Adopting a 5-District Map, has the added benefit of nearly eliminating the bulk of the Special Interest Political Action Committee Money, from further corrupting Upland's local political elections. It also completely balances the city's population where no one district, has more power than any other district. Therefore, we the residents of Upland, respectfully ask our councilmembers, to vote for a 5-District Council Election Map by the February 2022 deadline, so that it can be used for the Upland City Council Elections in November of 2022.
