Mandatory Spay/Neuter Program for Pet Owners

The Humane Society of the United States estimates 3-4 million dogs and cats are euthanized each year in the US. To greatly reduce these numbers a major change must take place. A mandatory spay and neuter program will be effective. Under this proposal:



    • All animals are required to be spayed or neutered unless the owner is licenced by the state as a breeder.





      • A set limit of breeders are allowed by each state.






    • Breeders must spay/neuter animals prior to sales.
