Ban Dog Tethering in Missouri !

This should have been banned years ago. Dogs are tied up in the heat, the cold, and often with no shelter at all. Forgotten and left alone. Fur is missing from their necks by the wear of ropes & chains. Inexcuseable!!!
PLEASE stand united to make a change. Be their voice!!!
