Help our elderly survive

Provide a bill for Congress that will enable elderly people to get funding in order to help them with other issues that they cannot afford through their social security / retirement check. Lawn mowing, tree trimming, complete lawn care, etc., as elderly people do not have the money, nor do they have the ability to do this but nobody has offered a solution for this. So I would propose a stipend for elderly retired to go for their lawn and for their transportation needs things that food stamps and social security check just does not cover.
