Article 370 of the Indian Constitution:Why animal suffer in J&K?

Temporary provisions with respect to the State of Jammu and Kashmir here in India then why animals suffered a lot since long being different legislation for Jammu and Kashmir?
Indian legislation are not enforced over there in Jammu and Kashmir due to 370 - double standard for animals here in India, revoke 370 in case, animal are concerned and Indian legislation for animals be enforced with out any further delay.

India was the very first country to respect and protect the rights of animals centuries ago. India put into place legislation to this effect. With respect I ask that you consider your great heritage of protecting the most vulnerable in this regards. India cannot forget its most central tenet of ahimsa whilst it advances both economically and technically. Please review article 370 and make proper revisions AND PROVISIONS TO PROTECT THE ANIMALS OF INDIA
