Tell Delaware Gov. Jack Markell NO Probation before conviction

Gordon Smith was accused of uttering a threat against his ex-wife on the phone. He is innocent and more important, legally everyone is innocent until proven guilty. 
As a part of his bond he was "sentenced" to Probation to be determined by the Delaware Department of Corrections (DOC)! Outrageous! A man who has never been convicted of a crime is put on probation?? Then at the DOC the Probation Officer showed him a directive from Gov. Markell that people sentenced to pre-trial probation (not found guilty of the charge) are to be put on Level III probation. This man, falsely accused has to report weekly and submit to DOC Probation regulations the same as a convicted criminal. This is a violation of the right to liberty guaranteed in the 8th Amendment of the Constitution.

Dear Gov. Markell;
Each of us is presumed innocent until proven guilty. Being accused of a crime is a long way from being guilty of anything. How would you like to be accused of a crime and be punished before you were convicted? Being on probation is a deprivation of liberty and privacy and an intrusion that is acceptable when one has been convicted of a criminal act. It is not acceptable for someone who has not been convicted. 
Revoke your directive effective immediately. Stand up for civil rights and don't allow accused to be punished by probation.
