Demand background checks for animal adoptions

Many animals in shelters are adopted without knowing who the people really are that are adopting them. Some are adopted for the sole purpose of dog fighting or for mistreating in general such as the bully breed dog that was beheaded in a park the day after being adopted from a shelter. Banning some one after they have done a hienous act does not work and seldom happens or is never followed up. Demand that anyone seeking to adopt or buy an animal be required to pass a back ground check before adoption whether from a shelter or a breeder.
