Mandatory Storm Shelters or Basements In All Tornado Regions!

Some people live in rural areas right in tornado ally with no storm shelters and no transportation.  We need to give everyone an opportunity to be safe.   The people who took shelter in the highschool on June 6, 2010 who barely escaped with their lives are a prime example of how bad storm shelters and basements are needed (See Video) ABC news:  http://abcnews.go.com/GMA/video/tornados-sweep-midwest-10838859    If there were basements in every building in storm prone locations then it would be easier to protect life.  Please provide new legislation that requires all public housing and private housing to provide Easy Access Storm Shelters and help for the vulnerable in society to get to those shelters in time of warning.  Structures already in existence can purchase prefabricated storm shelters.  Please require all new buildings to have basements, shelters, or easy access 24/7 to get to a shelter.
