In Montevideo is forbidden the use of carts pushed by horses, however, there is no control about it. You can see them in any part of the city and it seems that anyone cares. The local government do not do nothing because of the people that rides on the carts say that they do not have other opportunity to work.
The animals are mistreated in all the possible ways, they work for long hours without resting, then they are rented to other person and they continue working, when they try to resist they are beaten. Lots of them have fallen dead on the streets. The majority of them only eat waste.
Others have had serious accidents and nothing happens, the carts are driven by minors, do not have signs to be able to be seen. It is of course a social problem because of some children work with their parents on the carts.
I think we can change the reality!!!!
