                                  Why SB 2660 Matters
Hays County is one of the fastest-growing regions in the U.S., but its western communities face a crisis:

Falling water levels in wells and properties.
Drying springs, including iconic landmarks like Jacob's Well.
Unchecked growth straining the Trinity Aquifer, the primary drinking water source for western Hays County.

The Hays Trinity Groundwater Conservation District's ability to protect this vital resource was undermined by special interests, leaving it underfunded and unable to manage the aquifer effectively. SB 2660 fixes this imbalance by aligning the district with Texas' 97 other groundwater conservation districts, granting it the same tools under Chapter 36 of the Texas Water Code to sustainably manage our shared resource.

Without action, irreparable harm to our water supply and property rights looms.

What SB 2660 Will Achieve

This bill ensures fair, science-based management of the Trinity Aquifer by:
✅ Protecting household and agricultural wells from taxes, meters, or fees.
✅ Applying reasonable production fees only to permitted non-exempt commercial wells, matching rates already used in eastern Hays County.
✅ Funding critical aquifer management through transparent budgeting, as required for all Texas groundwater districts.
✅ Ensuring equal protections for western Hays County residents, aligning with safeguards won for eastern residents in 2015 to protect well owners from corporate water grab.
