National Neuter and Spay program for Pet's

As a civilized nation our relationship with our pet's and domestic animals should improve not go backward and not become our "dirty little secret" we lie to our children about.Together we can solve this in less a generation.I do not believe citizens of the USA are interested in any type of mandate but awareness at the top levels will be a great help.I would like to see a President of our country throw his or her weight behind a National comment to solve the issue of wanted pets.
