Last month, Environmental Protection Agency (EPA) Administrator Scott Pruitt announced a proposal to repeal the Clean Power Plan (CPP)—a law widely considered to be the most significant action to address climate change ever taken by the US.
The CPP outlined the first national standards to limit carbon pollution from power plants. With power plants responsible for almost 40% of all US carbon emissions and a primary reason the US remains the largest, cumulative contributor to global carbon pollution, the plan is a key player in undoing the most damaging effects of climate change.

When it was released in 2015, the Clean Power Plan (CPP) marked the first national standards to limit carbon pollution from power plants and was the most significant action to address climate change ever taken by the US. It also satisfied the legal requirement under the Clean Air Act that EPA regulate carbon dioxide as a pollutant that endangers human health and welfare—a requirement that has been upheld by the U.S. Supreme Court.
Your proposed repeal of the Clean Power Plan would be a substantial step backwards for the global effort to confront climate change and will put the health and welfare of Americans at greater risk.
With wildfires, hurricanes, and extreme weather-related disasters posing increasing threats to American communities, we must continue to decrease carbon emissions and move in the direction of a renewable energy future.
The CPP plays an integral role in responding to these threats and helping to get global emissions under control. Your proposed repeal sets back the clock, but it also ignores the ambitious actions being taken by companies, states, cities, and communities across America that are taking significant strides towards creating a future powered by renewable energy. It also ignores the clear will of the American people: a majority of adults in every congressional district supports limiting carbon dioxide emissions from existing coal-fired power plants.
I strongly support the Clean Power Plan, and believe that the recent repeal proposed by the EPA will do irreparable harm to Americans. I call on you to enforce the Clean Power Plan in its present form and fulfill your legal obligation under the Clean Air Act to regulate carbon dioxide emissions.
