Reinstate visits by volunteers to the Mount Vernon, Ohio animal shelter

The Mt. Vernon Ohio animal shelter has forbidden visits and care  by volunteers. This is just another version of animal cruelty by depriving these poor animals baths, walks and visits. They are being left to sit in their own waste, because the volunteers were cleaning cages. Either the city employees are too lazy to care for the creatures in their care or the city must be covering something up. Surely the citizens of Mr. Vernon should show some interest as their tax dollars are going towards the support of this shelter. Please reinstate visits by volunteers as it costs the city nothing and helps the animals immeasurably.
