Demand to change insurance policies

My nephew died in a motorcycle accident and his insurance policies only cover disability not death, if you are able to get a license to control a motorcycle or vehicle then a life insurance policy should be mandatory, even if you are a minor. When selling a policy to a family they need to stipulate that it does NOT cover death, my sister in law was not aware of this, they also need counselling which should be covered by the insurance policy!
