Up the penalties of animal abusers in South Africa

I believe the laws are not strict enough when it comes to animal abuse or negligance! I've seen way too many cases where (if caught) the abusers get a wrap over the knuckles, then what happens? The animal gets taken to one of our many way too crowded shelters and the abuser ends up getting another animal! This is totally unacceptable in my opinion! Or worse yet the people move homes and leave these precious creatures to defend for themselves! It's time we all take a stand and make sure our animals are part of the family! Would you leave a human child behind? Together we can make a difference! Help me fight against animal abuse and neglect!
