Please help to change Animal Welfare laws in NL so that sick people like Franz Kamp, do not walk fre

He poses as a dog rescuer but has just been released after sexually abusing and killing two Greek dogs. Another Bulgarian dog he took has been rescued alive, but up to 23 dogs he has previously 'adopted' have disappeared. He especially wants female dogs. Apparently he is now contacting ROMANIAN rescues looking for dogs. The law currently does not allow for him to be in prisioned so he has now walked free - the RSPCA are watching him but this is not good enough. We want the government of the Netherlands to know this is not good enough and in 2013 people this sick should not be allowed to get away this.
