Stronger dog laws to protect them from the sub zero winter weather

During severe freezing tempetures, dogs are allowed to stay outside all day and night as long as they have an escape from the elements. For example, a card board box, tarp and even a trampoline. Dogs are freezing to death in our city and the animal welfare department let's this happen because their hands are tied due to the poor, pathetic dog laws. Please sign my petition, this needs to stop. We as a community can change this outrage...Help our loved creatures, please!
