I demand that landlords accept tenants with pets

I have 3 indoor cats who are litter box trained and I have been looking to get an apartment and it is the hardest thing to get when you have pets especially cats. 95 percent of landlords are saying that they do not want pets in their apartments and the ones who do are asking for a monthly pet fee on top of the monthly rent. I am demanding that landlords accept tenants who have cats. Some of them will not accept pets but they will accept tenants who smoke. I do not smoke and the tenants who live in my building smoke like chimneys...day and night they are smoking cigarettes and pot inside the building and all of it is coming into my apartment.
