Tax Credits on Mandatory Purchases

In the state of California, it is mandatory to get a smog check, it is mandatory to buy auto insurance, and it is mandatory to register your vehicle to the state. These endeavors are costly. With people already struggling to get by, why force the people of California into more bills that they have no choice but to pay for? the burden of purchase should be taken by the state, as well as the federal government, and not the people who are already financially burdened. I advocate that any cost from goods and service mandated by the state should qualify as a 100 percent tax credit.
