Many states do not find abuse illegal and those that do aren't doing enough to enforce punishment. Let's make animal abuse, neglect, mistreatment and other horrible crimes punishable by jail time and heavy fines. Breeders should be licensed and have multiple check ups by officials each year to confirm compliance and safety of the animals in their care. Abusers should never be allowed a pet again and go to jail. If you can't treat something right, don't get it in the first place. Ask for help to rehome.
