We need a Federal Animal Shelter/Rescue/Foster system in the USA

Millions of adoptable dogs, cats and other species are euthanized by shelters across the USA. Certain counties and states have extremely high kill rates and very low resources (financial, fosters, transportation options).
There should be tax incentives for individuals and rescue/sanctuary 501c3 organizations who spay and neuter and adopt/ rescue animals. The government should subsidize vetinarian offices, clinics, 501c rescues and affiliated fosters and shelters to reduce or eliminate costs for these services and support a public education campaign.
