stop tying of dog

please help make a law resticting dog owners from tying up their dog for more than a half hour,this is targeted towards the people who get a dog and then tie their dog up and leave it there for the rest of their life.that is cruel how would you like to be tyed up and not be able to play or run or even find some shade to lay in.this is very cruel help make this a law!!!!!!!!!!!!!
