Demand people to stop, help and report after injuring an animal on the road

There is currently no law to enforce people to stop, help and report after a car hits an animal on the road. This lack of action decreases the chance the animal may be saved, and increases the likelihood of fatality, sometimes resulting in a very slow and painful death. It also makes a clear statement that animals' lives are not important, because no actions have been taken.
