Demand Stiff Licensing for Puppy Breeding

We need new stiffer laws that will make puppy breeding nonprofitable for over the counter breeders. Right now it is too easy for these people to just breed and sell.
New licenses must include veterinary certification and microchips. They must also include good practice and veterinary inspection of the mother and father dogs.
