Remove Rossie Hayes from the position of Director of Columbus County Animal Control

Rossie Hayes has been continually killing cats and kittens and purposely hiding his actions from the public as well as his own staff. As Director of Columbus County Animal Control, he mismanages resources available and uses this as an excuse to kill animals with complete impunity. He does not act in the best interest of the public nor the animals and clearly violates the public trust. Therefore we ask for his immediate removal and an investigation into his conduct.

Dear Mr Clark,

It has come to our attention that Rossie Hayes, currently the director of Columbus County Animal Control, has been killing adoptable cats and kittens without giving them a chance to be placed for adoption as specified in the Animal Control Ordinance 12-02-2002. In our opinion, this is gross mishandling of the animals that end up in a publicly funded facility and a clear violation of the public trust.

As director of Columbus County Animal Control and a public servant, his duties include enforcing all ordinances of Columbus County pertaining to animals, including investigating cruelty or abuse with regards to animals. Section III of Animal Control Ordinance 12-02-2002 defines Cruelty to Animals as "to molest, torture, torment, deprive of necessary sustenance, cruelly beat, needlessly mutilate or kill, wound, injure, poison, abandon or subject to conditions detrimental to it's health or general welfare any animal, or to cause or procure such action." There have been many documented cases where Rossie Hayes has needlessly killed adoptable cats and kittens that have been entrusted to his care. The latest incident occurred on December 5th where he killed 2 adoptable adult cats and 9 adoptable kittens when there was plenty of cage space available as well as volunteers willing to heavily network the cats and kittens to the public in order to secure them suitable homes. This most recent incident was a clear violation of SECTION XX of the Animal Control Ordinance since the owner surrendering the cats and kittens did so with understanding that they would be put up for adoption and not immediately destroyed since they were all healthy and adoptable.

Director Hayes has shown a predisposition for killing healthy, adoptable cats and kittens as opposed to placing them out for adoption. This is clearly not the conduct of a public servant who has been entrusted with enforcement all of the ordinances as specified in Animal Control Ordinance 12-02-2002 for Columbus County. We ask for the immediate removal of Rossie Hayes as Director of Columbus County Animal Control and an investigation into his behavior with regards to the mishandling of animals under his care.
