I am sorry to hear about your 20 year old dog.  This is not an isolated incident, as there are other dogs with various medical conditions where vaccination was contraindicated but is required by law!  There are several states that have recently (past 5 years) instituted medical exemptions.  Wisconsin is one of those states, but there are currently about 10 that I know of and more are working to get them.  I suggest you contact Kris Christine (LedgeSpring@lincoln.midcoast.com).  She heads a program known as the Rabies Challenge Fund (RCF) that I am a part of and we are attempting to do a number of things to make improvements regarding rabies programs nationwide.
