Hello Kelly,
Thanks for your email. I have formally requested the City Council authorize council staff to begin a fact finding process regarding the horse-drawn carriage incident that occurred downtown on Saturday, August 17. I'm grateful my council colleagues agreed to have staff work with Carriage for Hire, other authorized carriage operators, Jerry's (the horse) vet, and eyewitnesses regarding Jerry's collapse. I also requested that staff begin gathering information on best practices from urban municipalities around the country regarding horse carriage policies. Once the information has been gathered, it will be evaluated and potential ordinance changes will be proposed.
I believe that all options for ordinance changes should be on the table, from maintaining the horse-drawn carriages, to temperature requirements, to a complete ban.
The public process will be open and thorough.
