Ban Horse whipping cabbie from keeping animals

This monster started whipping his horse when it collapsed to the ground probably after the poor horse was worked to exhausting ,he was filmed doing it and was arrested but is still allowed to keep the horse and several other horses

Poeple all around the world have been outraged with the appalling whipping of this poor horse,and to make matters worse people are outraged that this man was allowed to keep this horse and other horses or animals .We urge you to ban this man from keeping animals now or in the future.We have over 1000 signatures in just over 6 hours,please do not let these animals suffer.Thank You
