Ebay/Paypal 21 Day Holding Period

Paypal is holding transactions paid from ebay buyers to ebay sellers for up to 21 days. Not only that, but you have to ship items with money out of your own pocket if you do not have the funds in your account to ship items right away. This pending transaction 'might' clear 3-4 days after item is recieced, and/or they buyers gives you a positive feedback. If the buyer takes no action, you could wait up to 21 days for your payment to be completed.
This petition is for the Sellers of Ebay, who feel that they have a right to have direct payment to there paypal account from transactions sent through paypal.
We sellers at Ebay feel that this "21 day holding period" does not benefit us in any way, and only hold us back from:
1. Paying Ebay fees on time, and resulting Ebay to take action and remove the fees from our personal accounts and credit cards. (which could lead to overdraw fees or even having your credit card go over it's limit)
2. Not being able to ship our items because of lack of funds, which results in shipping items days and even weeks after end of auction. What benifit do we have shipping items with money we do not have?
3. Not achiving our personal goals. With todays economy, we are selling not only for some extra cash, but to help pay off bills that are due or over due. The holding period does not help us in any way to benifit our goals.
4. When paypal payments are sent, paypal already removes its "fees" from the total amount which results to un-fairness to sellers. If paypal can take there fees from the transactions right away, we should be able to get our payments right away.
5. With economy as low as it is, Some sellers are to the point that they are selling their goods not only for paying off bills, but to feed their families too! How can people survive waiting 21 days to receive money to feed their families? With jobs being lost by the 1000's daily, Sellers have the right to get direct action to the payments they have 100% rights to, and 100% need.

Dear Ebay Sellers using Paypal,
I come here today to get our seller rights back. We have come a long way to come to a point where we have to wait days that we barely have for transactions that we need in this economic crisis.
Day by day we struggle to keep up with bills, feed our families, and make sure that we are well taken care of. Many people strongly believe that this transfer hold is not only ridiculous, but a down fall for sellers today. If paypal is able to take their fees from our pending transaction, we should be able to get access to our transactions as well. Why should we wait weeks for payment when buyers are happily with their items, and sometimes forget or do not want to give positive feed back which results in this long waiting period. Make a diffrence, loud your opinion.
