The report was done last September by UIPA (União Internacional Protetora dos Animais), an animal welfare association based in Fortaleza (Brazil).
In Crato, a little city in the State of Ceará, dogs are killed in gas chambers as reported by %u201CDiario do Nordeste%u201D:
http://diariodonordeste.globo.com/materia.asp?codigo=574212
Every week about 70 - 100 dogs are catched by the Municipal CCZ and killed in gas chambers. The homeless animals are gassed, and poisoned with engine exhaust from a truck. Gas Chambers are used to euthanize cats and dogs in animal shelters and results in painful deaths.
In last decades have been promulgated many laws for the animal protection, such as the Law n. 9.605/98 that forbid abuse and ill treatment of animals.
The Resolution n. 714 (20 June 2002) written by CFMV (Federal Council of Veterinary Medicine), set out the methods and the procedures of euthanasia. When necessary euthanasia should be provided by a vet.
Potassium Chloride: It is of utmost importance that personnel performing this techniqueare trained and knowledgeable in anesthetic techniques, and are competent in assessing anesthetic depth appropriate for administration of potassium chloride intravenously. Administration of potassium chloride intravenously requires animals to be in a surgical plane of anesthesia characterized by loss of consciousness, loss of reflex muscle response, and loss of response to noxious stimuli. Saturated potassium chloride solutions are effective in causing cardiac arrest following rapid intracardiac or intravenous injection.
According CMFV, is not acceptable using gas chambers. The president of UIPA, Geuza Leitão, suspects that euthanasia is never used.
The Universal Declaration of Animal Rights, was submitted to the UNESCO Director General in 1990 and made public that same year, nel suo articolo 3 states that: %u201CNo animal should be submitted to bad treatment or cruel actions; If the death of an animal is necessary, this should be sudden and without fear or pain%u201D.
UIPA will be in the trial against the CCZ of Crato and UIPA will ask Justice for animals in Crato.
This way to kill unwanted animals is not acceptable. We are horrified to learn , via graphic photographic evidence, about the lack of compassion and indiscriminate cruelty regarding the treatment of animals.
Send a mail to Brazilian authorities and ask them to accept the report done by UIPA. We urgently request that they take action and put a stop to the brutal, vicious killing of unwanted animals by CZZ officials. Brazilian authorities need to work with their local animal welfare organizations who are adept at planning and implementing humane welfare programs.
