It is estimated that there are thousands of puppy mills in Quebec. Shamefully, Quebec is noted for being the Puppy Mill Capital of Canada.
Those of us who have been inside a mill have not come out unscathed. Over the past few years, Nicole Joncas has received hundreds of emails from people who have reported puppy mills to Anima-Qu%uFFFDbec and still nothing has changed. The millers continue to operate with impunity.
Puppy mills build their fortunes through the ruthless exploitation of animals, condemned to a lifetime of confinement in barren cages. They are physically and psychologically ravaged. The images of hundreds of dogs will forever haunt us. These helpless creatures are sweltering in the heat, often without so much as a bowl of water, cowering in the corners of their cages or barking in frenzies of despair. They are stacked together, sometimes by the hundreds in unventilated, ramshackle warehouses, without heat in the winter, in temperatures as low as minus 30 degrees Celsius. In the summer, they never feel the comfort of a cool breeze, never feel the grass under their feet or the sun on their faces. Dogs are routinely left in cages with other sick, dead or dying animals and are continuously mistreated, beaten and abused by employees and the proprietors.
The realization that faced us was the unwavering refusal of governmental bodies to intervene. We have documented countless unspeakable acts of cruelty and provided this information time and again to those in authority, who have the power to make a difference, but they chose to ignore not only the plight of the animals, but their own legal responsibilities. This is in blatant contravention of the Animal Health Protection Act of Animals, of the Government of Qu%uFFFDbec, the L.R.Q., chapter P-42. We have had enough!
It is time to hold those responsible and ACCOUNTABLE for their inaction.
We have excellent legal representation, solid evidence and a good chance of success. Litigation is expensive, even with the pro bono services of our legal team. If the authorities won't act against the puppy mills and their proprietors, then it is time to act against the authorities. But we need your help. That is why Nicole is not asking, but begging for your help to pursue this lawsuit. It is her deeply held conviction that this legal challenge could be a turning point for animal rights in Quebec. We hope that this will be an inspiration for other provinces of Canada to initiate many similar campaigns.
