Animals of Russia live like in the hell. We need changes.

We need new lays.

Yearly they commit a lot of crimes against animals, and it looks like nobody is going to do anything. We often hear about acts of cruelty towards animals on news, but never do we about the punishment of the criminals. As far as we know, the acts of crime against animals can be valued as private property damage only. Does this mean one can do whatever they want? Animals have NO rights here.Animals defenders often come across an opinion that human beings have too much trouble to worry about which is the issue of healthcare modernization, little teachers’ salaries, the lack of kindergartens… What animals can we talk about? 
 How can we take upon ourselves the responsibility for other people if we cannot simply protect the weak and the needy ones from ourselves?In which words could we describe a place where stealing a candy costs more than murder and maiming?
We (meaning the whole nation) need to:
- Bring up the issue of animal rights;-Forbid vivisection; Punish for crimes against animals equally to their seriousness;- Sterilize animals free of charge;- Assign animals to their owners free of charge;-Provide privilege treatment to animals which suffered from a car accident or a man’s hand;- Finance shelters adequately.

Mr. Medvedev, we are addressing you as our President. We believe you are able to change something. No time for procrastination left.
