The bill recognizes the "sentience" of animals. Some experts believe it will make Britain a world leader in animal rights. This bill is badly needed: Dog fighting continues apace in Britain despite being outlawed. A five-year prosecution will put more of a dent in this practice. But we need to tell the British Parliament that we wholeheartedly support this bill.
