Legalize the Regulated Sale and Distribution of Salvia in Missouri

Salvia Divinorum is a potent psychotropic drug that provides users with intense hallucinations or psychological events.  It is not habit forming, its effects are realized after a single hit (minimizing health risks due to smoke inhalation), and its effects last no longer than 5-10 minutes.  There has been reasonable research to show that Salvia can even be used to treat substance abuse.
This petition is to request that Missouri State Legislation repeal the ban on unprocessed Salvia.  Unprocessed Salvia would be Salvia that exists in its original state (as leaves/stems) whether ground or whole.  Salvia in its natural state should be legal for purchase by adults age 18 and over.
Currently, Salvia is a Schedule I controlled substance within the state of Missouri.  Individuals caught in possession of this plant face Class C Felony charges.  Class C Felonies are punishable by up to 7 years in prison and a $5000 fine.  Such strict legislation has been put into effect based not on potential for abuse, by only by the effects attributed to the plant.
Arkansas, Missouri's southern neighbor, does not restrict sale or distribution of Salvia, and the drug has proven to be of no concern to the health, safety or welfare of Arkansas' citizens.  Within Missouri's borders, there have been no reported cases of Salvia being misused, mistreated or abused to the extent that it places a strain on users or public safety.
