Allowing Conjugal visits to Florida inmates!

We are only allowed to see our significant others 6 hours a week, if they even allow that. Whenever they decide to allow us to see our significant others. When we finally get to see them.. We can't hug, kiss, nor hold hands. Every other state but Florida has conjugal visits. What makes Florida so different? I strongly believe Florida should pass the law to allow conjugal visits to married couples.
