Help Save Cocoa

There is video footage of the conditions this dog is being left in. A previous dog was removed for the same conditions. The dog is left outside 24/7 in all weather conditions. Additionally, the Philadelphia noise ordinance CHAPTER 10-400. NOISE AND EXCESSIVE VIBRATION
§ 10-403. is being violated because Cocoa is constantly barking. The owner ignores this. The City of a Philadelphia has failed this dog. They refuse to enforce the laws that or text this animal as well as refuse to follow the enforcement of the noise ordinance found in § 10-404. Enforcement. 63 of thr Philadelphia Noise Ordinance.
