Re-open the Cheltenham to Kingham railway line to link with East West Rail

East West Rail aims to provide through rail services between Oxford and Aylesbury to Milton Keynes and Bedford by 2020.
There are no through rail service from Gloucestershire and Cotswolds to the East West Rail link (only the very circuitous rail journey via Swindon) and buses 801 and 540 (although greatly improved recently) are time consuming and do not connect very well with trains at Moreton-in-Marsh and Evesham.
If with deviations where necessary the railway were reinstated (a la all the houses and streets named after it......?), then there would be a link.
Also -
If Cheltenham to Kingham railway were reinstated, there would be a direct line from Gloucestershire to Oxford (and London), which would greatly improve transport links from Gloucestershire and the Cotswolds to the capital compared to the very circuitous rail journey via Swindon.
