Improvements have been proposed for the Toxic Substances Control Act (TSCA) and signed into law with better safety protection for the humans and the environment while reducing the use of animals in chemical testing. However, there has been a lack of movement on the law before legislation, and that is a concern.
The Humane Cosmetics Act (H.R. 2858) that would put an end to animal testing has been introduced before the House more than a year ago and still sits in limbo. Unless it is put into effect, poor animals may still fall victim to painful and deadly chemical testing for makeup.
